First, he does not appear in the 1891 Census; second, James William COOLEN's wife in the 1891 Census is Eunice BOUTILIER; and third, his DOB would conflict with that of his brother, Everett. It could be argued that Georgina was his (step) mother at the time of his death, but by that logic, since Nicodemus COOLEN was his (step) father at the time of his death, Nicodemus' name would have appeared as well.
Now since Eunice (BOUTILIER) COOLEN appears in the 1891 Census, since Howard Freeman COOLEN--who is reported to be the son of James William and Georgina--is said to have been born 1892, and since James William COOLEN d. 14 May 1893, it would appear that Eunice dies about 1891 and that James William marries Georgina abt. 1892, all of which would seem to place Hubert's birth abt. 1893.
